PROJECT: Design Build Services for Railroad Bridge, Segment B, TIGER Grant Project, Port of Indiana -Jeffersonville Deadline: February 14, 2020 NOTICE OF A REQUEST FOR QUALIFICATIONS January 31, 2020 PROJECT: Port of Indiana-Jeffersonville Truck-To-Rail and Rail-To-Water Improvements, TIGER Grant FY 2015 Segment B - Railroad Bridge Grant Award ID # DTMA91G1600003A Contract JF-1809-C2 Notice is hereby given that sealed and verified Statements of Qualifications (SOQ) for Design Build Services for Railroad Bridge, Segment B, FY 2017 TIGER Grant Project, under Contract JF-1809-C2 (Project), at the Port of Indiana-Jeffersonville, Clark County, Indiana (Port), will be accepted from Proposers until 12:00 p.m., Eastern Time, on February 14, 2020. The Project consists of constructing a new railroad bridge at the Port, including design and construction services for a structure to support up to two (2) railroad tracks spanning an existing ditch at the proposed Segment B Unit Train rail siding. The budget for the Project is approximately $1,500,000. The Project is expected to commence within 90 days upon award of the Design Build Contract anticipated for March 20, 2020 and construction is anticipated to be completed by September 30, 2020. The Ports of Indiana (POI) is the procuring public entity for the Project. The Request for Qualifications (RFQ) is the first step of a two-step process to select the Design-Builder for the Project. POI will evaluate the SOQs received in response to this RFQ and, on the basis of these evaluations, intends to select qualified Design Builders for delivering the Project (Qualified Design Builders) in accordance with the procedures and evaluation criteria described in the RFQ and in accordance with IC 5-30-5. The second step of the two-step procurement process is the Request for Proposals (RFP). POI intends to invite the Qualified Design Builders to submit proposals and select one of the Qualified Design Builders in accordance with the criteria and procedures set forth in the RFP. Only Qualified Design Builders are eligible to submit proposals and be awarded the Design Build Contract. The anticipated schedule for the selection RFQ and RFP process is described below: Issue Request for Qualifications: January 31, 2020 Statement of Qualifications Due Date: February 14, 2020 Announcement of Qualified Design Builders: February 19, 2020 Issue Final RFP: February 19, 2020 Proposal Due Date: March 10, 2020 Award of Design-Build Contract: March 20, 2020 This schedule is subject to modification at the sole discretion of POI. Proposers will be notified of any change in the schedule for the RFQ phase by an addendum to the RFQ. A Technical Review Committee (TRC) will rate SOQs to determine the Qualified Design Builders and score the proposals under the RFP process to select a Design Builder in accordance with IC 5-30. SOQs shall be submitted on the proper forms and delivered electronically as described in the RFQ. The SOQ shall document appropriate experience with similar projects, team experience with the design-build process, organizational resources and depth, professional engineering licensing, financial strength and bonding capacity, history with contracting with or hiring minority business enterprises and women's business enterprises, litigation and disputes history, and experience in dealing with bonding authorities. All potential Design-Builders will be evaluated based on their team experience designing and constructing similar bridge structures to the structure proposed for this Project, all potential Design Builder teams performance record including quality, schedule, and cost of each project, proposed team composition, including the team's past experience in working together, current capacity to manage the Project; proposed key project personnel, and client references. The TRC will provide a rating of the SOQs based at a minimum on the criteria described above that complies with section IC 5-30-5-4 and 5-30-5-5. A copy of a sample scoring sheet will be provided in the RFQ. In addition, a formal questions and answer process will be conducted with the Qualified Design Builders prior to submission of proposals as part of the RFP process. INVITATION TO BID Notice is hereby given, that the City of Rushville, Rush County, Indiana, by and through its Board of Works, herein referred to as the Owner, will receive sealed bids for the construction of the Overlook Project. Sealed bids are invited and may be delivered or forwarded by mail or other courier services addressed to the City of Rushville, Attention: Clerk-Treasurer 330 N. Main Street, Suite 200, Rushville, IN by February 18, 2020 at 5:30 pm (local time). All bids shall be opened and publicly read at that time. Bids received after such hour will be returned unopened. All interested citizens are invited to attend and should any citizens require special provisions, such as handicapped modifications or non-English translation personnel, the City will provide such provisions as long as the request is made by February 11, 2020. A pre-bid meeting will be held at 10 am (Local Time) on February 5th at 330 N. Main Street, Suite 200 Rushville, IN. All prime contractors, subcontractors, small, minority or women owned enterprises and other interested parties are invited to attend. The contract will consist of the following work: Demolition of existing features, including: paving, trees, and curbs. New improvements will include: a splash pad, restroom building, installation of playground equipment, playground surfacing, concrete paving, pavers, precast concrete, trellis structure, storm and sanitary utility work, curbs, lighting work, plant material, and site furnishings. Each bid must be enclosed in a sealed envelope bearing the title of the Project, the name and address of Bidder and the Division of work. All bids must be submitted on the bid forms as identified in the Contract Documents and Specifications. Each bid shall be accompanied by a certified check or acceptable bidder's bond made payable to the Owner, in a sum of not less than five percent (5%) of the total amount of the highest aggregate bid, which check or bond will be held by the Owner as evidence that the bidder will, if awarded the contract, enter into the same with the Owner upon notification from him to do so within ten (10) days of said notification. Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the Contractor at the time he executes his contract. The bond will be in the amount of 100% of the Contract Price and must be in full force and effect throughout the term of the Construction Contract plus a period of twelve (12) months from the date of substantial completion. The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days. A conditional or qualified Bid will not be accepted. Award will be made to the low, responsive, responsible bidder. The low, responsive, respon-sible bidder must not be debarred, suspended, or otherwise be excluded from or ineligible for partici-pation in federally assisted programs under Executive Order 12549. All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the projects shall apply to the Projects throughout. Bids shall be properly and completely executed on bid forms included in the Specifications. Bids shall include all information requested by Indiana Form 96 (Revised 2013) included with the Specifications. Under Section III of Form 96, the Bidder shall submit a financial statement. A copy of the proposed Financial Statement to be submitted with the bid is included in the bid documents section to these specifications. The Owner may make such investigations as deem-ed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein. Each Bidder is responsible for inspecting the Project site(s) and for reading and being thoroughly familiar with the Contract Documents and Specifications. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid. State of Indiana requirement as of 7/2018 Bidder is required to submit with bid a written plan for an employee drug testing program that complies with IC 4-13-18-5 and IC 4-13-18-6. Contractors or Sub-Contractors are required to pay not less than Davis-Bacon Prevailing Wage Rates established by the U.S. Department of Labor (DOL) as being in effect at the time of bid. Bidders on this work shall be required to comply with the provi-sions of the President's Executive Order No.11246, as amended. The bidders shall also comply with the requirements of 41 CFR Part 60-4 entitled Construction Contractors-Affirmative Action Requirements. The Bidders attention is also called to the Minority/Women Business Participation requirements contain-ed in the project specifications. The Indiana Office of Community and Rural Affairs has adopted a state goal of 10% participation for minority and female owned businesses for construction related or purchase related contracts for the work. In addition, the Contractor must meet guidelines and practices established by the Indiana Office of Community & Rural Affairs and appropriate Federal regulations including: 1) Executive Order 11246, 2) Section 3 of the Housing and Community Development Act of 1968, as amended, 3) Certification of Non-Segregated Facilities, 4) OMB Circular A-102, 5) Title VI of the Civil Rights Act of 1964, 6) Section 504, Rehabilitation Act of 1973, 7) Age Discrimination Act of 1975, 8) Executive Order 12138, 9) Conflict of Interest Clause, 10) Retention and Custodial Requirements for Records Clause, 11) Contractors and Subcontractors Certifications, and others that may be appropriate or necessary. In addition, the Contract Division procurement is subject to the Federal Regulations contained in the OMB Circular A-102, Sections B and O and the State of Indiana requirements contained in IC-36-1-9 and IC-36-1-12. CITY OF GOSHEN INVITATION FOR BIDS Goshen Police Department Shooting Range Training Center 2018-0014 Notice is given that the Board of Public Works and Safety of the City of Goshen, Indiana is soliciting sealed bids for the above referenced public works project. The Board of Public Works and Safety is hereinafter referred to as City. The project is the buildout of the interior of the existing building shell of the Goshen Police Department's shooting range and training center at 717 East Lincoln Avenue, Goshen. The work to be performed shall include the construction of offices, a physical training area, classroom/conference room, restrooms and breakrooms.
